Step by Step
From plan to award
Every procurement conducted by a Taraba State MDA follows this law-governed sequence. Deviations may render an award void and expose officers to sanctions.
- Needs assessment & procurement planning.
The procuring entity identifies its needs, confirms budgetary appropriation and prepares an annual procurement plan submitted to the Bureau.
- Choice of procurement method.
Open competitive bidding is the default. Restricted tendering, request for quotations, or direct procurement may be used only where the Law permits and with the Bureau's approval.
- Advertisement.
Invitations to bid are published on this website, the e-Procurement Portal, the state gazette and — for contracts above threshold — at least two national newspapers.
- Issuance of bidding documents.
Standard bidding documents are issued to interested bidders through the portal, stating full evaluation criteria in advance.
- Bid submission & public opening.
Bids are submitted electronically before the deadline and opened publicly immediately after close, with bidders' representatives present or observing online.
- Evaluation.
A technical evaluation committee scores bids strictly against the published criteria. The lowest evaluated responsive bid is recommended.
- Approvals & Certificate of No Objection.
Awards above threshold require the Bureau's Certificate of No Objection before any contract may be signed.
- Award, publication & contract management.
The award is published on the contract awards disclosure page. The MDA then manages delivery, inspection and payment milestones.

Thresholds determine the approving authority and the procurement method that may be applied. Figures below are illustrative — always confirm against the current gazetted circular.

Remedies
Administrative review
A bidder aggrieved by a procurement decision may, within the period prescribed by the Law, seek administrative review — first to the accounting officer of the procuring entity, and thereafter to the Bureau. Review requests are free of charge and decisions are communicated in writing.
